With reference to Colonial Office letter No. 53714/39 dated 20th March, 1939, regarding the provision of mobilization equipment for the Hong Kong Volunteer Defence Corps, I am commanded by the Army Council to state, for the information of Mr. Secretary MacDonald, that owing to recent increases in the establishments of the Army there are no obsolete stocks of .455 revolvers, and the Council regret that free issue to the Hong Kong Volunteer Defence Force cannot therefore be made.
